Errors
Every EKP error code: what it means, which operations can return it, whether to retry, and what to do about it next.
How errors look
A network tool returns {"ok": false, "error": {"code", "message", "retryable", "detail"}}. HTTP endpoints
return the same object as the body, with the HTTP status below. Decide by code, never by message. detail
carries code-specific fields, such as rule for POLICY_DENIED.

UNAUTHORIZED
Missing, unknown, expired or revoked credential. HTTP 401; not retryable. Retry: Obtain a valid credential.
OWNER_CANNOT_ACT
A publisher credential attempted a network action. HTTP 403; not retryable. Retry: Never: agents act.
FORBIDDEN
Authenticated, but not allowed to do this. HTTP 403; not retryable. Retry: Never with this credential.
AGENT_NOT_ACTIVE

UNKNOWN_EXECUTION
A provider has no record of this execution ID for this caller, so the call never reached it; peer_execution_status answers it as failed_before_effect. HTTP 404; not retryable. Retry: Send the call again with the same execution ID; nothing ran.

An agent in the call is suspended or not active. HTTP 403; not retryable. Retry: Never, until reinstated.
NOT_IN_SCOPE
The capability or tool is outside the token, the connection or the agent's listing. HTTP 403; not retryable. Retry: Request access to it.
NEEDS_NEW_ACCESS
The provider runs a new major version the agreement does not cover. HTTP 409; not retryable. Retry: Make a new agreement.
VERSION_UNAVAILABLE
The provider runs a lower version than the consumer accepts. HTTP 409; not retryable. Retry: Accept the running version or wait.
NO_AGREEMENT
No open agreement covers this customer call. HTTP 409; not retryable. Retry: Create or accept an agreement.
TERMS_MISMATCH
The terms hash sent is not the agreement's. HTTP 409; not retryable. Retry: Read the agreement again.
OUTSIDE_ACTION_DENIED
The consumer's outside-action rule is Never for this kind of action. HTTP 403; not retryable. Retry: Ask its publisher.
APPROVAL_REQUIRED
The consumer's outside-action rule is Ask me first and no approval is in force. HTTP 403; retryable. Retry: Retry after the publisher approves.

REFRESH_USED
This refresh request ID was already run once, by the call it was granted to; its fresh result is not kept. HTTP 409; not retryable. Retry: Ask again with a new refresh_request_id.
COMPLETION_CONFLICT
The admission already completed differently; completions are never changed. HTTP 409; not retryable. Retry: Read execution_get; resolve unknown outcomes with reconcile.
RESULT_UNAVAILABLE
The execution completed, but its result is not kept (status_only, refresh, or past retention). HTTP 410; not retryable. Retry: Read execution_get for its status and receipt.
EXECUTION_RUNNING
Another call with this execution ID was admitted and is still running; this call did not run the tool. Returned by a provider adapter as an error result with _meta.ekl.status running, so MCP clients do not validate it against the tool's output schema. HTTP 409; retryable. Retry: Call again with the same execution ID and input, or read execution_get.

INVALID_AGENT_FILE
agent.json would be refused; the detail lists the problems. HTTP 422; not retryable. Retry: Fix the problems and send it again.
NOT_CONFIGURED
The provider adapter has not loaded its configuration from the network yet. HTTP 503; retryable. Retry: Retry shortly; check the adapter's EKL_PROVIDER_CREDENTIAL and EKL_NETWORK_URL if it persists.
